MARRAKECH, Morocco - Amid another crisis at FIFA, President Sepp Blatter will lead an executive committee meeting on Thursday with the sudden resignation of ethics prosecutor Michael Garcia now on the agenda.Garcia quit Wednesday in protest over the handling of his World Cup bid investigation. His decision could increase the pressure on FIFA to publish the American lawyers two-year, 430-page report on the votes that awarded the World Cup to Russia in 2018 and Qatar in 2022.The 27 members of the executive committee are split over releasing all or part of Garcias report, which has led to three of them facing unethical conduct charges.Relaxing strict FIFA secrecy rules could potentially hurt those being investigated by the former U.S. Attorney and former Interpol vice-president, whose previous work as a prosecutor included the 1993 World Trade Center bombers and a Russian arms dealer.Only a very small circle within FIFA has seen the Garcia report. Continuing to sit on it will deepen suspicions that the body is woefully short on transparency and good governance, and prefers to suppress wrongdoing rather than correct it.Garcias resignation statement on Wednesday was critical of FIFAs slow, tentative steps toward greater accountability, much ballyhooed by Blatter since his unopposed re-election in 2011.No independent governance committee, investigator, or arbitration panel can change the culture of an organization, Garcia wrote. The fallout over Garcias resignation will overshadow other important items on the agenda. The executive committee is to hear an update on World Cup preparations in Russia. The staggering fall in the value of the Russian ruble raises questions about how the Kremlin and Russian firms will continue to fund a massive program of works to host the tournament. On Thursday, Putin said the World Cup was an expensive thing, but if it is provides extra grounds to develop Russia then we dont mind spending money on it.FIFA executives will also be updated on the inevitable disruption of the soccer calendar if they decide to move the 2022 World Cup in Qatar to cooler months. But it is the collapse of Garcias effort to answer questions about the legitimacy of FIFAs selection of Russia and Qatar that will be the focus of the two-day meeting and Blatters traditional post-meeting news conference on Friday. The executive committee will discuss publishing Garcias dossier, and could finally see it for themselves. So far, FIFA has released only a 42-page summary of Garcias report, which concluded that any corruption or rule-breaking was limited and did not influence the December 2010 vote.Garcia objected to that, saying the summary misrepresented his findings. That set off a conflict that eventually led to his resignation and his damning criticism of the lack of leadership on these issues within FIFA.Prosecutions launched by Garcia against five senior football officials for wrongdoing in the World Cup campaigns will continue. Those cases can be led by his ethics investigation deputy, Zurich-based former public prosecutor Cornel Borbely.Former Germany great Franz Beckenbauer, a voting member of the FIFA executive committee in 2010, is the highest profile of the five accused men.Three current board members — FIFA vice-president Angel Maria Villar of Spain, Michel DHooghe of Belgium and Worawi Makudi of Thailand — also face sanctions for their actions during contests marred by claims of bribery, collusion and favour-seeking.___AP Sports Writer Graham Dunbar in Geneva contributed to this report. "The vibe that I get is that tennis is really growing right now in Canada," said Pospisil, whos from Vancouver. "I feel like people are getting really excited about it, especially with the results of Canadian players this year." The 13th-seeded Pospisil edged sixth-seeded Richard Gasquet of France 6-7 (5), 6-3, 7-5 Saturday night at the hard-court tuneup for the U.S. Open. On a muggy evening, Pospisil fell behind 3-0 in the third set, before pulling even at 3-all. Then he was two points from losing while trailing 5-4. But Pospisil came back to hold serve there, then broke in the next game when Gasquets signature backhand broke down and produced three errors. Pospisil dropped his racket on the court behind the baseline and raised his arms after ending the match by serving it out at love, including a pair of aces at 124 mph (200 kph) and 128 mph (206 kph). He reached his first career final — and won for the second time Saturday. About 7 1/2 hours earlier, Pospisil finished off a rain-interrupted 6-7 (4), 6-3, 6-4 quarter-final victory against 10th-seeded Santiago Giraldo of Colombia. That match was suspended Friday night, two points into the third set. "Generally, I do a good job (of) fighting in matches and not letting go of any match," Pospisil said. "It was a little bit tougher today, because I was feeling pretty heavy legs in the third set (against Gasquet), and I wasnt feeling physically, like, sharp." The second-seeded Raonic, from Thornhill, Ont., advvanced by beating Donald Young of the United States 6-4, 7-5.dddddddddddd The ATP said itll be the first time in the Open era, which began in 1968, that two Canadian men will face each other in a tournament final. Raonic, 23, was born in Montenegro, moved to Canada at age 3, and now lives in Monte Carlo. Pospisil, 24, was born in British Columbia and now lives in the Bahamas. At Wimbledon last month, Raonic was a semifinalist in singles — the first man from Canada to get that far at a major tournament — while Pospisil paired with Jack Sock of the U.S. to win the mens doubles title. Also at the All England Club, another Canadian, Eugenie Bouchard, got to the womens singles final. Raonic and Pospisil have known each other for years. "Very different people," said Pospisil, who smashed his racket early in the second set against Gasquet. "Maybe Im more emotional. I guess people know what Im thinking more on the court." The two Canadians played each other once before on tour: Raonic won their semifinal at Montreal in August 2013. So Pospisil already knows what Young learned Saturday about Raonics dangerous serve. "Its like Monopoly," Young said. "He has a bunch of Get out of jail free cards." Powered by serves that reached 143 mph (231 kph) and resulted in 15 aces, Raonic reached his first final of the season. He won 34 of 37 first-serve points and never faced a break point. "Against a player like that, with a serve like that, its only going to be small windows," said Young, a 25-year-old from Atlanta. "And you have to be there to take advantage and be Johnny on the spot — and I wasnt able to do that today." ' ' '
